Method :

In 2-quart saucepan, simmer drumsticks
with the 1 cup water, the celery, onion, gravy base, salt and pepper
for 20 minutes or till chicken is tender.

Blend flour and 1/2 cup cold water;
stir into broth.

Cook and stir over medium heat, till
gravy thickens.

Stir in vegetables.

Meanwhile, for Lemon Dumplings:

Combine 1/3 cup all-purpose flour, 1/2
tsp baking powder, and 1/4 tsp salt.

Combine 1/4 cup milk, 1/2 tsp snipped
parsley, 1/4 tsp grated lemon peel, and 1/2 tsp lemon juice.

Add to dry ingredients; stir just till
moistened.

Drop batter in mounds atop bubbling
hot chicken mixture.

Cover; simmer 20 minutes.
