Method :
Place minced beef in a bowl and
stir in the wheat meal until well mixed. Add chopped onion, sliced capsicum
and seasonings. Grease an ovenproof casserole with
the butter and put in the beef mixture in alternating layers with
the cooked brown rice. Mix tomato sauce and water and
pour over the top layer of beef. Cook gently for 30 minutes with
the lid on the casserole, removing it for the last 10 minutes of
cooking. This dish is open to adventurous
variations and needs only an accompanying dish of greens to make it
a balanced meal.
